We're screwed. Line of succession is defined in constitution and current law. There is no debating in congress. If Joe goes, we get Kamala. If she goes, we get Nancy. The only way Mayor Pete even gets a whiff of the oval is if FOURTEEN others are offed in some way.
Congress does have a say as reflected in the Presidential Succession Act of 1947. HOWEVER, this is an act of law that can only be changed by new law that has to pass both houses AND be signed by sitting president. Whoever that president is is already designated by the current law.
